Ok, so i recently built a 21 plate dry cell, Had a 4N 4 plate setup, where i was doing about 1 LPM at 14 amps or so, i learned a 5N 3 design would be a better setup, So i gave it a shot, The plates are 4x6 316L stainless from
greenfuelH20, I am using Crystal hea drain opener by zep, as an electrolyte

SODIUM HYDROXIDE; caustic soda; soda lye 1310-73-2 30 - 40
SODIUM NITRATE; chile saltpeter; soda niter 7631-99-4 20 - 30
ALUMINUM; METALLIC GRANULES 7429-90-5 5 - 10
SODIUM CARBONATE; soda ash; carbonic acid, disodium salt 497-19-8 5 - 10

(List of ingredients) uintill i get Some KoH,

Power source is a M-2 diehard marine deep cycle battery with a 10 amp charger connected at all times.. i notice with the 5N 3 config i am only running 14 or so amps.. and when i unhook the charger i drop way down, Showing me the cell is relying on the charger?

i use about 1 1/2 TBS of The crystal heat drain opener per gallon of distilled water, The ceel even has duel input and output ports..

Finally, My 4N 4 config pulled about 1 LPM, and the 5N 3 Does about 1/2 a LPM:confused:

Verry confused, I hope i just have not gotten the magic touch yet, because i really dont want to invest alot more cash into this cell!!

Your problem is absolutely the drain cleaner. I would NEVER use a drain cleaner as an electrolyte unless it was 100% NaOh like the roebic stuff. Yours has all kinds of other stuff in it other than NaOh - that is why your cell isn't pulling much amperage. Here is what you need to do-

1. Configure the cell with 5 neutrals.
2. Get propper electrolyte and add (KOH) about 1.2 LBS of it per half gallon.
3. This will pull lots of amps and produce around 2LPM at around 30 amps or less.

If the output goes up with the charger connected the input voltage is going from 12 to 14 volts. If this makes a big difference i would go back to a 4N setup.
