i want to mention that the plate inside is aluminium and the bunch of plates (24) and the bolt and everything else is stainless steel.
I'm using baking soda and i've connected the thing rigth to the battery and i can see is reacting but i see no bubbles on the bubbler i know it doesnt consume not even 10 amp ,so i don't know if i need more electrolyzer or all steel?

You should use only SS. The electrolysis will eat the aluminum very fast. Your spacing between positive and negative look too far apart. The closer you space them the more gas you should get. I would tighten up the gap and use SS material, aluminum will work for testing but I think it puts off toxic byproducts during electrolysis.

I built & bought one exactly to what you're building.

1 - The aluminum does not conduct well with the SS.
2 - The gap is tooo far apart
3 - The copper wire will corrode
4 - Move the bolt to hold the part together to maintain the tubular shape

I bought from ebay:
