hho separation

i found this video how some guy i separating hydrogen and oxygen at the production level but my question is how this is possible when plastic membrane between electrodes don't conduct electricity so how this whole hho process is working.?

Here is a video update of his cell. He says he has a vertical slot between the cells, so there IS an electrical link.
