anyone else heard of one of these?

it's on ebay item number 190509426775. Dave Lawton pattern ready built Phase Lock Loop PWM. well I bought one, there isn't alot of info on this but it seems more for a wet cell than a dry cell. It comes with no instructions either so I have no idea how exactly to fit it to my dry cell.
Has anyone got more info on this and has anyone used it or some thing like it?
As far as I can figure out it's supposed to find the resonance of water and help with the hho process.
