Yes. I believe that means what you think it means. That it is not guaranteed 100%. I may try to contact the company selling it, to try to find an answer.

That would probably take more time and effort that just building a dry cell. and I really dont think it will be much cheaper. and it will definately be less powerful and less efficient.

If you turned your HHO generator off and still continued to get 24 MPG, then the improvement was not from the HHO burning. Theoretically it could have cleaned things up though.
I am not 100% sure. but I was under the impression that you simply divide your voltage by the number of cavities (or spaces between the plates) regardless of their polarity.
