Are you sure you had Ni200 (pure nickel)? I have NEVER seen any color from Ni200 and I have beat the hell out of it amp wise.
Nickel is what gives SS it's corrosion resistive property. Also...

That particular setup was at 55 plates. Later it was rebuilt at 64 plates for a more efficient cell.
And yes I was pushing more than .5amp per sqin. The cell is very efficient but it's not magic.
3"x6" active area is 15.141sqin.
If memory serves me it was 55 plates (54 gaps). That picture was taken on Dec 15, 2010..... A lot of testing since then and several reconfigurations.

If you are wanting to do this your best bet would be to skip the solar and just install LiFePO4's big enough to give you your current for 2x your normal commute. Then charge via grid at home.

Another material you can get local is landscape fabric.
You should see no difference in output between a digital or an analog amp meter... both should be reading current thru a shunt.
I recommend 6awg minimal for all my PWM's. 12awg is just too small. Spend the extra $10 and go big. Here is a hint... get 6awg battery cables from Walmart fairly cheap or get 4awg 20ft jumper cable...

Just make sure the KOH don't drip on the battery. One could argue that the extra battery isn't needed.... I understand why you are putting it there... If it were me I would go with a battery bank...
