An EFIE is an Electronic Fuel Injection Enhancer. Basically, it interfaces between the oxygen sensor(s) in the exhaust and the ECU and allows you to alter the rich / lean signal.

A common result of burning HHO in an engine is that the more complete combustion is mistaken as too much oxygen in the exhaust which the ECU mistakenly thinks it needs to richen the fuel mixture to fix. The EFIE allows the signal to be modified (usually, by adding a few hundred millivolts) to prevent the ECU ruining your gains.
