Does anybody know what it is or where it could be found? Obviously, I know what the hose barb part is, but I was hoping the air stone part may be something I could find locally.

Gas filter
You can get just the sintered brass filter part from Auto Zone. It is in the fuel filter department for $3.50. Other auto parts stores might carry them, but I only found them at Auto Zone. You can see one in this video I posted:

Look for the stone at bait shops, I use then to keep my minnows alive. Most bait shops have them becasue they break easy. I know bass pro shops have them.
Ceramic air stones will hold up in KOH and you have a variety of sizes. also but the HHOG's brass version is a good value IMO with less back pressure
What does it do?
1. Makes your bubblier safer by making the bubbles smaller. less chance of a daisy chain flashback
2. By making the bubbles smaller, It lessens the chance of KOH or NOAH staying suspended in the HHO gases, and possibly damaging down stream metals. (personally i believe a anti splash media like a roll of plastic Gutter Guard in your bubblier works better of this 2nd goal. Or adding it in addition too.

Use a 1/4" barb T and make a loop with tubing connected across the top.
Punch a lot of holes with a cork board push pin.
Many small bubbles really help in drying the HHO and in removing the KOH.
