This is just a business plan put together to entice a venture capitalist. If you will note from the paper, they don't even have a working prototype yet.

Delivery of the first RQM 1-25kW aggregate Q2 2011
Production completion/delivery of RQM 1-25kW aggregates Q2/4 2011


If they can actually make it work then great, but right now it is just a request for money to continue research.
