How to make a bubbler?

Does anyone know or can direct me to the correct forum on making my own bubbler?
My searches on here are not coming up with anything.

I have a bunch of white sch40 pvc, but would like to use 1~2" clear with 3/8 barbed ports.

Also I'm not understanding how the water does not flow out of the bottom of the bubbler back towards the reservoir.

Is the plastic wrap and rubber band acting as a flash port?
How can this be air-tight though?
