HHO Amps extremely low in cold weather

I am using T style kit (using 11Amps max in warm weather)

, however I noticed that in current cold weather, the amps are extremely low. I even moved the kit to right above exhaust towards Firewall, still I am seeing amps not going above 4Amps!

This means, since amps are low, the HHO output would be low and thus not worth using it!!! Any ideas how can I bump up the amps? I've already put over 15 spoons of NaOH in 1L.

    Thanks

Increase the electrolyte concentration to get to the required amperage but do not exceed the maximum (20% by weight for NaOH or 28% by weight for KOH) Were you getting any gain during the warmer weather?

ONE Liter per minute per 10 amps which just isn't possible Ha Ha .
